The counterbore is used to create a flat-bottomed, enlarged hole that allows the head of a lag bolt or hex bolt to sit flush with or below the surface of a material. In my shop when we use ether hardware we add a washer on it so it has more strength and doesn't allow breakout of the wood This is used in woodworking and metalworking to provide a neat appearance and prevent protrusions that will damage anything it touches.
