Yes, you can cut foam with a router. Using the right bit and low speeds, a router can create clean edges and shapes in foam, especially for thicker or denser types. However, care must be taken to avoid tearing or melting the foam. I have only cut foam one time and used the Amana Tool 46292-K on my CNC it worked perfect and I kept my speed to the correct specifications so it wouldn't burn or tear it.
