A counterbore should be used when a bolt or xxxx head needs to sit flush with or below the surface of a material. It is typically used when fasteners with cylindrical heads, such as socket head cap screws, are required to be recessed for mechanical or aesthetic reasons. It is also used with a plug of a different color to add to the creation. In my shop I use the many Amana Tool counterbores and have never had any fail.
