I would say that yes, you could apply the General Finishes Arm-R-Seal Based Topcoat, Gloss, 1 Quart over Shellac, but I would advise that the Shellac should be de-waxed. If it applied to it and not de-waxed, there is a release agent in Shellac that will cause the General Finishes to fail and most likely peel or fail to adhere.
I would advise to scuff sand off the top waxy coat and then apply thin coats of the General Finishes until you get the finish you would like.
