A flush trim bit and a template bit are very similar router bits, both used to copy the shape of one piece onto another. The main difference is the location of the bearing: a flush trim bit usually has the bearing on the top or bottom, while a template bit is often defined by having the bearing on the same end as the shank. However, the terms are sometimes used interchangeably.
