This has to do with safety and also the lifespan of the tool.
Unless the handheld machine is securely fastened with zero movement it will not work as effective and will tend to snap the bit because of the slight movement in addition if the bit kicks back during operation it can be very unsafe for the operator if this tools is spinning at 20,000 RPM
