Can I use this drill on my CNC machine with a 10HP spindle in a 1/4 collet? And, what is the difference between a R/H and L/H drill?

Yes you can, but you will need to use a CNC adapter like a 47643.
Right handed tools rotate clockwise.
Left handed tools rotate counter clockwise.
