Why specify a 9–10mm spring collet for a 3/8 in shank instead of using a 3/8 in collet?

I see in the product description that I should use a spring collet, specifically a 9-10mm collet for 3/8" shank. My question is, what is the reason for using a 9-10mm collet when there is a 3/8" spring collet available?

We suggest using a 9-10mm collet because 3/8" is between 9 and 10mm.
3/8" = 9.5mm
