Can a router bit cross-cut on 3/4” red oak quarter-round produce a smooth wall return, or is a miter needed?

When using 3/4" x 3/4" quarter round wall base trim (red oak), will a cross-cut, using a quarter round router bit provide a smooth return to the wall, without instead using a small piece of miter cut to provide the return? I'm having trouble visualizing the result...

When cross cutting any hard wood depending on the grain there is always a chance of tear out.
If we are understanding this correctly, this is a very small piece(3/4" X 3/4") so it might be hard to get a smooth cut.
If you could cut a long piece and then use a chop saw to cut the short return you will end up with a smooth edges.
