MDF spoilboard surfacing: burning and reduced depth on right-to-left passes (18k RPM, 100 IPM)

I am surfacing an MDF spoilboard. I'm running a 3hp spindle, 0.0028" tooth load, 18000rpm 100 IPM feed. I get a great cut on left-to-right passes, but right-to-left passes have burning and a slightly reduced DoC. My nominal DoC is 0.01. Am I supposed to be using this cutter in one direction only?
