Best plunge-router bit to cut window in 2" garage door (24‑ga exterior, urethane core, 26‑ga interior)

I need to cut a window opening in a garage Door section 2" thick with a 24 gauge metal exterior ( inside with foamed in place urethane insulation ) then the interior is of 26 gauge metal. I have a plunge router I wanted to use.
What bit would you recommend? I know that I would have to make a jig for the router base to follow.
