Why do #10 countersink/drills have different pilot sizes: hex‑shank 3/16" vs round‑shank 1/8"?

Why are the drill sizes different between hex shank countersinks and round shank countersinks? #55211 has a 3/16" drill diameter while #55266 has a 1/8" drill. Both countersinks/drills are specced for a #10 xxxx . Since a #10 wood xxxx has a nominal shank diameter of 3/16", it would seem that the 3/16" hole of #55211 would be too large.

A 3/16" tapered drill or an 1/8" straight drill would be required for a #10 xxxx if drilling into softwood.
However the 3/16" drill on 55211 is a straight which could be a typo on our description.
