Depending on the type of foam that you intend to shape out, the 3 D tooling in a 2FL ball-end format would stand a better chance of doing a satisfactory job for you.
You are facing a real challenge with the 3D tooling in foam... as foam tends to need fill up fluting very quickly and it piles up as the tool advances along. In other words, You might see some tearing of the material.
Any 3 fluted tool will not work.
Another type of router bit to consider is the HSS router bits for cutting foam.
