Does "Rough Rebating" yield a smooth finish or only rough cuts, and can it replace spiral-bit milling?

I'm very interested in this tool. However, it mentions in several places that it is for Rough Rebating. What does that mean? Does it not produce a smooth finish? On my industrial CNC machines, I use either and aggregate saw or my drill block saw to rough cut edges of 1" boards. I like to finish them with a 3/4" sprial bit mill tool to remove the saw marks but I've chipped the tips before and hate replacing such an expensive tool. I like this because I can just replace the carbide but I need to be sure it will be a smooth finish.

"Rough rabbeting" means to cut a rabbet (a groove or recess along the edge of a piece of wood) with a less precise or detailed finish, typically done as a first step in woodworking where the exact dimensions of the rabbet might need to be adjusted later, rather than creating a perfectly clean, finished rabbet right away.
